AI literacy (Art. 4)
What the article asks
Since 2 February 2025, providers and deployers of AI systems have a duty on AI literacy. Regulation (EU) 2026/1744 replaced the wording of Art. 4: providers and deployers now take measures to support the AI literacy of their staff and of other persons who deal with AI systems on their behalf. The Act does not guarantee a level of literacy for any individual. The Commission and the Member States support small firms with this duty.
Authorities can enforce this duty since 2 August 2026.
What does not exist
- No required certificate. The Act asks for no exam and no certificate of AI literacy.
- No yearly training. The text sets no fixed training cycle.
- No safe harbour by copying. The Commission keeps a repository of literacy practices; it notes that copying them does not automatically give a presumption of compliance with Art. 4.
Example measures
What fits depends on the AI systems you use and on who uses them. Examples firms record:
- a short internal guide on the AI tools in use, what they are for and what not;
- a session for the people who use a given tool, with its known limits;
- a named contact for questions about AI use;
- a check of new tools before they are used with customer data.
Keep a record
Write down what you did, for whom and when. The literacy record on the templates page is a simple form for this.
